Belgium has taken another major step in reinforcing its national cyber defense. Following the Protocol of Agreement signed on June 26, 2023, the Royal Military Academy (RMA) in Brussels and the Cyber Command of the General Intelligence and Security Service (SGRS/ADIV) have formalized an implementation agreement to boost collaboration in the cyber domain.

Key Elements of the Agreement

Joint Research Projects
Research initiatives will be carried out jointly, while ensuring that RMA maintains full academic independence. These projects will support both academic advancement and Belgium’s defense priorities.

Coordination Committee
A dedicated committee, with members from both RMA and Cyber Command, will meet annually to set priorities, define research goals, and outline expectations for the next five years. The committee will oversee projects funded under the Cyber envelope within the Patrimoine allocation, focusing on training, research, and the development of specialized expertise.

Quarterly Follow-Up Meetings
Regular follow-up meetings between RMA delegates and Cyber Command representatives will ensure smooth coordination, monitor progress, address potential challenges, and encourage the exchange of vital information.

Cyber Command’s Role in Belgium’s National Security

As a cornerstone of Belgium’s cyber architecture, Cyber Command plays a crucial role in enhancing national resilience. It partners with academia, industry, and international organizations to:

  • Drive technological innovation
  • Develop new military cyber capabilities
  • Operate across physical, logical, and virtual layers of cyberspace

Cyber Command’s mission is not only to safeguard Belgian Defense but also to serve as a national reference point for all defense activities related to cyberspace and remain a trusted partner internationally.

The Role of the Royal Military Academy Brussels

The Royal Military Academy Brussels plays a vital part in this partnership. Known for producing future leaders of the Belgian Armed Forces, the Academy offers a unique university program that blends academic education with physical, military, and leadership development. Training is tailored to the needs of the Army, Navy, Air Force, Cyber Command, and Medical branches, preparing officers to excel in increasingly complex operational environments.

Building Belgium’s Future in Cyber Defense

This agreement is more than a collaboration — it marks a strategic alignment of academic excellence and operational capability. By linking the RMA’s research and training with Cyber Command’s mission, Belgium is reinforcing its cyber defense posture and ensuring readiness for the challenges of the digital age.
